The Legislative Assembly of Rio de Janeiro (Alerj) approved, this Wednesday (18/3), a bill to prevent the cutting of essential public services to the population and the abusive increase in the prices of products and services during the period of of the coronavirus contingency plan.

Prepared with the participation of the Rio Public Defender's Office, PL 1,999/20 was approved by 59 of the 61 deputies who participated in the session. The text is part of a package with 10 proposals assessed on an urgent basis due to the pandemic.

The proposal is authored by deputies Rodrigo Bacellar (SDD) and André Ceciliano (PT), the latter president of Alerj. And it takes into account suggestions made by the Public Defender’s Office. The project was written last Monday (16/3) and sent to a vote on the same day.
"The project was built at the Public Defender's Office by a collective of defenders, aiming to defend the state's most vulnerable population at this time of pandemic. Knowing that more than 30% of the state's economically active population works informally, the measures aim to ensure that these people have access to a non-abusive price and to essential services, such as water and electricity", highlights the parliamentary advisor for the Public Defender's Office, Maria Júlia Miranda.
The coordinator of the Consumer Protection Center of the Defensoria (Nudecon), Patrícia Cardoso, said that the entity is aware of the possibility of consumers suffering, in this time of pandemic, from the deprivation of rights.
"It is important, at this time of pandemic, to protect consumers from the cutting of essential services, as people will not be able to circulate on the streets to resolve problems of this type. We are facing a completely atypical situation in Rio de Janeiro and this must be taken into consideration", he highlights.
Other projects
Other measures on the agenda at Alerj refer to issues such as, for example, the prohibition of cutting water to defaulters; the inclusion of 70% alcohol gel in the basic basket and the authorization of the state government to requisition private properties to comply with quarantine, isolation and other medical treatments. The house chose to hold consecutive sessions to vote on the 10 bills as a matter of urgency.
